しかし、列強の決定には逆らえず、同年11月にはスウェーデンとの連合王国が成立します。それでも、ノルウェーは独自の憲法と議会（ストーティング）を持つことが認められ、内政においては自治を保ちました。5月17日は、この憲法が制定された日として、当初から祝祭日とされました。

After about five weeks of discussion, a liberal constitution was adopted on May 17. This constitution proclaimed the sovereignty of the people, the rule of law, and the protection of human rights, and established the foundation for Norwegian independence and autonomy.
